政務活動費

政務活動費（せいむかつどうひ）とは、地方議会の議員が政策調査研究等の活動のために支給される費用である。以前は政務調査費と呼ばれていた。議員報酬とは別で支給される。

政務調査費の交付については、地方分権一括法の施行等により地方議会やその議員の活動がより重要となったことから、2000年（平成12年）の地方自治法改正により制度化された。この改正に伴い、2001年（平成13年）以降、各自治体の条例により導入が進んでいる（制度が導入されていない自治体もある）。 具体的には地方自治法第100条第13・14項に規定されている（2001年4月より施行）。

政務調査費の詳細は、各自治体の条例により定められている。議会の会派又は議員に対して支給される。交付額や交付方法については、自治体により異なるが、共通している正当な支出は議員活動の範囲に関係する書籍等の購入費用（例：公害問題）、民間主催の議員研修会に参加するための費用、先進地視察の諸費用（例：ゴミ処理問題）、事務所費用などで、議員活動とは関係ない支出（私的な行為など）は法令違反となるが、そのままとなっている例もあり、オンブズマンなどが度々告発している。
東京都議会議員の場合
会派（1人でも可）に対して支給。月額60万円（年額720万円）。
大阪市議会議員の場合
会派又は議員個人に対して支給。議員個人の場合は、月額50万円（年額600万円）。会派の場合は、議員1人あたり、月額60万円（720万円）。
名古屋市議会議員の場合
会派（1人でも可）に対して支給。月額50万円（年額600万円）。

問題点
地方自治法では、当該自治体の議長に対して政務調査費の収支報告書の提出は義務付けられているものの、詳細は決められておらず、どこまでの書類を求めるかは自治体により異なる。剰余金については返還することを要するが、領収書の添付までは求めていないケースが多いことから事実上チェックすることが不可能である。それゆえ、しばしば批判の元となり、透明性が求められている。
上記の批判もあることから、近年、領収書の添付を義務付ける自治体も増えてきている。2007年現在、都道府県議会レベルで、全ての支出について領収書の添付が義務付けられているのは、岩手県、宮城県、新潟県、長野県、鳥取県の5県。条件付きで必要なのは、北海道、秋田県、三重県、滋賀県、京都府、兵庫県、和歌山県、島根県、山口県、高知県の10道府県の議会となっている（2007年時点）。
しかし、2012年7月の地方自治法改正で、政務調査費は政務活動費に改名され、使途について従来の「調査研究」に加えて「その他の活動」にも拡大され、事実上同法の改悪に当たるとの批判も出ている[。
金額の大きさが問題となるケースも多い。

不適切な使途が問題となり、住民監査請求で返還を求められるケースも多い。
山口県議会が定めた、政務調査費の使途の基準が、住民への食事の提供を認める内容となっていたことが判明し、公職選挙法に抵触する恐れがあるとして、物議を醸している。

TSMC Starts Shipping Microprocessors to Apple

台湾TSMCが20nm世代の最新プロセスで製造されたプロセッサを米Appleへと供給する。
すでに出荷開始、今秋にAppleが発表すると噂される「iPhone 6」での採用が見込まれている。

これまでiOSデバイス向けのプロセッサ供給は韓国Samsung Electronicsが独占しており、今回の話題はAppleのSamsungへの依存度が下がったことを意味する。

AppleがTSMCと半導体部品供給で提携したという話は昨年2013年から出ており、驚きの程度はそれほどでもない。最新の20nm製造プロセスで生産されるプロセッサは「A8」とみられ、現行の64ビットSoCである「A7」の後継となる。A8はCPU部分とGPU部分ともにクァッドコアになるとみられる。A8の出荷時期は今年第2四半期となっており、すでに製造が開始された状態。
